Chief Ryan Owens was killed in action in Yemen on January 29, 2017. He is the first military casualty of President Trump’s administration. His wife broke into tears when Donald Trump mentioned his name in front of Congress on Tuesday.

Carryn Owens sat near Melania Trump and Ivanka Trump as a special guest to the President.
“We are blessed to be joined tonight by Carryn Owens, the widow of a U.S. Navy Special Operator, Senior Chief William “Ryan” Owens,” Trump started. “Ryan died as he lived: a warrior, and a hero –- battling against terrorism and securing our Nation.”
According to Thomas Dillingham, Donald Trump performed the first ever posthumous promotion in front of a Join Session of Congress. That means that President Trump promoted Chief Ryan Owens to Senior Chief Ryan Owens by addressing him as this rank.
According to the Military Times, Ryan was due for a promotion but it was not known before that President Trump would do it.
